| ABOUT THE PROGRAM: |
CILS currently provides ongoing legal advocacy and representation efforts focused primarily on the consumer and housing issues with which many suburban low-income households commonly struggle, including bankruptcy, public/subsidized housing, affordable housing development and predatory lending/fair housing. CILS' two-pronged approach involves both providing class representation where legal intervention is required, and teaching disenfranchised populations to advocate for change on their own behalf, by providing organizing assistance to tenants' councils and other grassroots community groups. Towards this end, CILS provides free legal information and advice in the four-county area through semi-annual community education programs, a coordinated, toll-free Help-line for individuals with legal questions and needs, and a quarterly educational newsletter.

CILS handles matters that are restricted by organizations receiving LSC funds, concentrating on consumer and housing matters. The majority of clients must be financially eligible for free civil legal services at 125% of the poverty level. In housing matter, CILS handles housing matters for households at 80% of the median income in Chester and Delaware Counties.

In Chester and Delaware Counties, CILS provides free civil legal services pursuant to contract with the counties to households with housing issues at 80% of the median income.
